Specific Challenge :

All research builds on former work and depends on scientists' possibilities to access and share scientific information. In the context of Open Science and Responsible Research and Innovation the European Commission therefore strongly supports the optimal open access to and re-use of research data (considering e.g. robust opt-outs). As a concrete action the EC has extended the Open Research Data Pilot to cover all areas of Horizon 2020 (as of the 2017 Work Programme). This will result in more data becoming available for re-use. However, it is necessary to adopt further actions to reach the Commission's overall objective of findable, accessible, interoperable and re-usable (FAIR) data by 2020.

Scope :

The action will identify one or several areas of research where FAIR data is not yet common practice and what the different barriers are (e.g. technical, legal, behavioural) as well as how to overcome them, covering both publicly funded entities and business actors. It will provide support to make data FAIR, in particular to address the quality of data (e.g. certification), its interoperability and its reproducibility.

The action will identify one or several areas of research funded in Horizon 2020 where sufficient and high-quality research data is available. The action will generate pathfinder case studies for innovative sharing and re-use of research data by publicly funded entities as well as business actors, which demonstrate how data sharing and data re-use can generate a ground breaking innovative product, service, or treatment. Furthermore, the action will financially support the generation of a prototype of such a product, device, service, or treatment. If relevant, the action will support trans/cross-disciplinary research data re-use in this endeavour. For the pathfinder case studies preference should be given to research data generated with EU funding, in particular in Horizon 2020 and, as far as available, previous framework programmes.

To address this specific challenge, proposals may benefit from a broad coverage. It is therefore suggested that consortia could include at least entities from 10 different Member States or Associated Countries, although smaller consortia will also be eligible and may be selected.

The Commission considers that proposals requesting a contribution from the EU of the order of EUR 3.00 million would allow this specific challenge to be addressed appropriately. Nonetheless, this does not preclude submission and selection of proposals requesting other amounts.

Expected Impact :

The action will increase the visibility of the Commission's open FAIR data policy (extended Open Research Data Policy) and the research data which has become available as a result through a) dedicated communication activities, and b) networking of relevant actors with a cross-and inter-disciplinary perspective, including industry.

The re-use of research data generated with public funding is expected to have a beneficial impact for science, the economy and society. The wider accessibility of results is expected to increase the reproducibility of research. Additionally, re-use of research data can cross-fertilise interdisciplinary research, which is essential for addressing the grand challenges of our time. It can also boost citizen science. Furthermore, enabling the re-use of research data is expected to create added value for innovative companies (including SMEs and start-ups) which form the bed rock of the digital single market.

Rex Burkhead signed with the New England Patriots this past spring, and just as everyone predicted, he has become a weapon all over the field for Bill Belichick and Tom Brady.

Burkhead has been a large part of that success from the running backs. Since returning from injury, Burkhead has averaged 63.5 yards per game and 4.52 yards per carry. He has scored five touchdowns over that span as well, including two in his last two games.

The former Bengals running back has been the primary goal line back for the Patriots, and he's had plenty of success in that role. That's been enough to keep another capable runner, Mike Gillislee, inactive on gameday for four weeks in a row.

Meanwhile, Dion Lewis has been a legitimate star out of the backfield for the Patriots. While he has not had the same goal line role as Burkhead in recent games, he has been nearly impossible to bring down with a single tackler. The New England Patriots and Pittsburgh Steelers could be polar opposites in how they approach the running back position in 2018. And if the speculation surrounding Le'Veon Bell proves to be true, that could be trouble for the Steelers offense.

Bell an All-Pro talent and one of the best players in the NFL. Unsurprisingly, wants to be paid like it. The Steelers,on the other hand, have been dangling the franchise tag over his head the best couple seasons.

But as ESPN's Adam Schefter noted, Pittsburgh's hesitance to sign Bell to a big-money long-term deal couldresult in a long holdout.

With the franchise tag, Bell is set to make $14.5 million on a one-year deal in 2018. It's great money, but provides little in long-term financial security at one of the game's most injury-prone positions.

At age 26, Bell is looking to cash in now. The Steelers, meanwhile, are hamstrung with just $4.4 million in cap space this year (28th in the NFL, according to Spotrac ).

Bell is a huge part of the Steelers offense. He led the NFL with 321 carries in 2017 and ranked third with 1,291 yards rushing. That's on top of his 85 receptions, which ranked fifth in the league (among all players, not just running backs).

Meanwhile in New England, the Patriots have fortified themselves with a different approach to the running back position. Instead of investing big money in one player, Bill Belichick has sunk the team's resources into multiple capable backs.

The Patriotshad the opportunity to follow a similar approach the Steelers this offseason with Dion Lewis. After a strong showing in 2017, Lewis emerged as the team's top back. However, the Patriots opted to return to their committee approach rather than pay Lewis like a lead back.

It's an approach that doesn't have a ton up upside right away. There's a lack of star power. The Patriots likely won't have a huge singular threat out of the backfield on any particular play.

On the other hand, that's what the Steelers have had in Bell in recent years. Most of the time, it's a tremendous asset. However, it goes downhill quickly if something goes awry.

For starters: The Steelers are one injury away from crisis. Bell's groin injury in the 2016 AFC title game showed what can happen when a star player has to come off the field. With that said, the Steelers had a more-than-capable backup in DeAngelo Williams to fill in for Bell.

Williams is long gone, though. If Bell were to go down this year, the Steelers would turn to Fitzgerald Toussaint, James Conner or old friend Stevan Ridley out of the backfield. That's a huge step back for their rushing attack.

The Patriots, meanwhile, are well-insulated from an injury hampering their running attack. Gillislee struggled at times early in 2017. But he's still effective.White is a threat to pop off a 10-catch performance at any time. Burkhead is a threat between the tackles and as a receiver when healthy. Michel has home run potential if he can work his way into the lineup.

As for the contract situation, the Steelers are in a tight spot. Bell is reportedly seeking a deal that's heavy in guaranteed money . Pittsburgh, meanwhile, doesn't have a great backup to play in the case that Bell tries to sit out.

There's no "right" answer here for Pittsburgh. If theygiveBell a megadeal and he winds up dealing with injuries for the next few years, that's a problem. If they let him go and he ends up being a star, they'd be losing out there as well. It's high-risk, high-reward.

Right now, the Patriots don't have a playmaker in the backfield who's quite as dynamic as Bell. However, they're well prepared to deal with any problems that could come down the line.

Bell is good. But if the Steelers are going to keep balking at giving him the long-term deal he wants, they better be confident about handling the first eight games of the year without him.
